Registration for the Certification Examination for Real Estate Surveyors Has Begun!
The Legal Entity of Public Law – Training Center of Justice of Georgia announces the registration for the certification examination for persons authorized to perform real estate cadastral surveying and measurement works.
The certification examination provides interested individuals with an opportunity to become certified real estate surveyors, pursue employment, and carry out professional activities in compliance with the requirements of the law, provided that they meet at least one of the following criteria:
- relevant higher education;
- at least one year of experience in performing cadastral works;
- a document certifying completion of a preparatory qualification training course for persons authorized to perform cadastral works.
The certification examination for persons authorized to perform cadastral surveying and measurement works on immovable property is conducted in cooperation with the Legal Entity of Public Law – National Agency of Public Registry. Qualified specialists from the Geodesy and Geoinformation Department of the National Agency of Public Registry are actively involved in the process.
Applications for the examination are accepted from September 15 through September 24, inclusive. Documents should be submitted by email to certification@tcj.gov.ge. Applicants will be informed of the examination date within three business days after the registration period ends.
The examination fee is GEL 480.

- Copy of an identity card, passport, or driving licence
- CV/Resume
- Document certifying higher education, if applicable
- A document certifying at least one year of experience in performing cadastral works or completion of a preparatory qualification training course for persons authorized to perform cadastral works
Note
A certified person who has continuously engaged in professional activities since the date of certification and whose professional activities have not involved any violations is entitled to apply to the certification body for recertification at least two months before the expiry of the certificate.
Qualification Requirements
- At least 18 years of age
- Legal capacity
- Registration at a residential address in Georgia
- Knowledge of the Georgian language
- A bachelor's degree in a relevant field (specializations: Engineering Geodesy and Geoinformatics; Geography; Mining and Geoengineering), or at least one year of experience in performing cadastral works, or completion of a preparatory qualification training course for persons authorized to perform cadastral works.
If the education document submitted by an applicant indicates a specialization with a different title from those listed above but an equivalent specialization, the applicant may demonstrate the equivalence of their education to the specified specializations by submitting appropriate supporting documents.
Competency Requirements
- Knowledge of the legal norms regulating the registration of rights to immovable property and the ability to apply this knowledge in practice when preparing documents related to the registration of rights to immovable property
- Knowledge of the theoretical foundations of geodesy and cartography and the ability to apply this knowledge in practice when performing cadastral works
- Knowledge of the theoretical foundations of geographic information systems and the ability to apply this knowledge in practice when processing cadastral surveying and measurement data for immovable property
- Practical skills required for conducting cadastral works, including field use of high-precision geodetic instruments and methods, office processing of data, and preparation of relevant documents in the prescribed format
Documents Related to the Certification Process
The Training Center of Justice is the first public institution to obtain the right to certify real estate surveyors. The Center has obtained the relevant accreditation and has been positively assessed for compliance with the ISO/IEC 17024:2012/2014 standard on conformity assessment – general requirements for bodies certifying persons.
